Joe Greenberg, Chief Operations Officer of Blue Cross Blue Shield of Arizona, has joined Advance Community’s Board of Directors!
Joe Greenberg, chief operations officer of Blue Cross Blue Shield of Arizona (AZ Blue), has joined the Board of Directors of Advance Community (Advance). Inspired by the organization’s mission and objectives both locally and internationally, Greenberg will bring his track record of success in health plan leadership and operations to help the organization have a greater impact on the communities it serves.

A Phoenix-based nonprofit organization that builds optimal health in under-resourced communities, Advance works to resolve some of the most important issues impacting the people of Arizona and across the globe, including access to medical care, nutrition, community development, and health education.
As the chief operating officer of AZ Blue, Greenberg oversees growth strategies and profit & loss performance for all business segments, including Individual, Commercial, Medicare & Federal Employees, and Medicaid. Additionally, he leads customer experience strategies for the organization.
Since joining AZ Blue in 2021, his leadership has been instrumental in advancing AZ Blue’s mission to inspire health and make it easy by improving the quality of life for Arizonans through affordable, accessible, and innovative healthcare.
Before his tenure at AZ Blue, Greenberg served as vice president of Group and Partnerships at Sidecar Health, a health-tech startup now valued at over one billion dollars. His experience also includes leadership roles at Blue Shield of California, Anthem Blue Cross, Health Net, and Blue Shield of California. Greenberg’s strategic vision and operational expertise have been honed over a career that includes more than a decade of leadership at Anthem Blue Cross, where he held roles such as vice president and general manager of the Small Group Business Segment nationally and staff vice president of Strategic Initiatives for the California Plan.
Greenberg holds a bachelor’s degree in psychology from the University of Arizona, a master’s degree in public administration from the University of Southern California and recently completed Executive Leadership Development at Stanford University.
